Certification
In 1997 Queensland introduced the option to either choose a private certifier or your local council. Nowadays, all certification is done by private certifiers only. The roles and responsibilities (including the code of conduct) of certifiers have been neatly summarised by the Queensland Building and Construction Commission here.
Challenges
Finding a private certifier as an owner builder is even harder. Why…? Because the majority of private certifiers simply don’t want to work with owner builders.
Things could be improved perhaps by some reform. Another way to improve this for owner builders is to have a directory of certifiers who are actually willing, ready and able to work with owner builders. So have started compiling a list of certifiers by way of a blog post, which is shared with members only.
Finding a private certifier who is willing to work with owner builders is very challenging. We started compiling a directory here and we encourage others owner builders who have a private certifier to share their details so others can benefit from it.
Final Forms
All final forms (e.g. Form 4, 12, 15, 43 etc.) can be downloaded from our secure DocuSafe document repository.
Compiled list of Forms and Inspections
Brisbane City Council paperwork (proposed plans and info guideline) and sent to all adjoining neigbours, now have to wait five business days before submission of design & siting application as part of the assessment by council.
We approached six private certifiers, five of which was not willing to help us as we are owner builders. But we found one!
Persistence prevails
A Qleave application was submitted as the works are greater than $150,000 excluding GST. Owner builders MUST submit an application but are exempt from paying QLeave levies (yes, there is no cost for owner builders)
